i have a 15 and 25 lb dumbbell. i don't know which one to use to gain muscle mass. i can do a max of 40 reps per set for 15 lb and 3 reps per set for a 25 dumbbell. i can't buy a 20 lb. one for now.

Do the 3 reps until you can get 6 sets of 6 with each arm. Use the lighter one for the triceps, till they start to get strong, that's the secret to good arms. You can also do your shoulder and wrist and forearm with the light dumbbell.........the shoulder has 3 muscles in each head so use the light one and go for it. Good luck..........if you look on line you should be able to find some good exercises. You always gain muscle mass with low reps and lot of sets and lots of weight. More reps for defining the mass. Kind of like chiseling a piece of wood....it takes a lot of cuts.........with a saw , all you have to do is saw it.
If you have to chose between the 15 and 25, definitely go with the 25 even if you can only do 3 reps.
You'll build muscle much faster than doing 40 reps of the 15.
Eventually you'll be able to pull up those 25s a few more times than 3, and you'll be golden.
Now this is of course assuming that 15 and 25 are your only options.
do this buddy...do 4 sets with the 25 dumbells..make sure you wear a belt not to hurt you back because when you do you 3 strict reps your gonna cheat to do more reps after your 3 strict ones and by that is that your gonna swing a little to bring that weight up..after your 4 sets...do an additional 2 sets more..in the same manner.except on these to last sets do the curls with the 25lb dumbells and when you get tired quickly get the 15 lb curl those until you fatigue..
If you want to gain mass it is never going to happen doing low weight high reps. Do a weight heavy enough that you can get 3 sets of 8 reps. Increase your weight as you go through your sets so that you have to fight to get 8, and you might only be able to get 4 or 5.
to build muscle you do less reps of heavier weights for defining muscle use smaller weights but more reps
