I don't want to bulk up heavily. Just get ripped and add some beef around my upper arm (triceps/biceps).
My height is 5'7. Is 24 lbs (12kg) per dumbbell too heavy?

24 lbs isnt bad but a bar curl is more effective for adding mass to the biceps. if you don't want to add a ton of mass and just want to lean out a little more though. do more reps per set and not as much weight.
I'd recommend 3 sets with 15 reps each of any weight you can do 15 reps of.
For you Triceps try a Skull crusher which can be performed with an "EZ" bar, lie on your back and hold the weights above you like you're gonna bench them and then without moving your upper arm rotate your forearms towards your head until the bar is making contact with your scalp. then go back up again without bending your upper arm.
you are contradicting yourself, get ripped, is done by loosing body fat, and some beef, is done by gaining muscle...so which one do you want....?? you gain muscle by working out with heavy weights, and you get ripped by loosing body fat....as far as the ideal dumbbell, it all depends how strong you are.
Ok first of all with that kind of attitude you wont gain anything....its like saying i want to study for a test but not get too smart, it doesnt make sense. And i dont know what excerices your doing but you should increase the weight weekly while still being able to do at least 8 reps
